it is mostly likely due to sub surface failure . Clay and water saturated ground will swell and contract, causing asphalt failure. We will excavate a small section of the broken asphalt to determine if our subgrade is stable. The best time to check for this failure is after it's rained. If the sub surface is the cause and is curable, we will suggest the best remedy. Often times the best solution is excavating the subsurface and replacing it with rock, then road base and finish with a beautiful asphalt finish.
